The Intelligent Civic Interface (ICI) is the sole human-facing interaction surface within the ARMI framework.
It does not function as an autonomous intelligence layer. It does not originate authority. It does not execute operational commands.
ICI exists to structure civic interaction within defined institutional boundaries.

Within the ARMI framework, ICI sits between civic interaction and the advisory intelligence layers of the system. It acts as the controlled boundary through which all human interaction enters the architecture.

ICI enforces separation between:
Civic interpretation and execution control
Advisory reasoning and institutional authority
User interaction and system-level operation
All interaction entering the system is normalized, categorized, and constrained before reaching advisory layers.
No request may bypass interface mediation.

Advisory reasoning is requested through mediation layers
Output is returned within defined authority constraints
ICI does not interpret beyond defined civic scope. It does not transform advisory content into enforceable action.

All civic interaction enters the system through the Intelligent Civic Interface. ICI validates role scope, constrains authority boundaries, and routes requests through advisory reasoning layers before any institutional action occurs.
