Governance Model
Governance Precedes Deployment
Public digital infrastructure does not define its own authority.
Governance defines the conditions under which systems may operate, the scope within which they may function, and the limits they may not exceed.
Within the ARMI framework, architecture is designed to preserve institutional supremacy — not to replace it.
Authority Origin
Authority originates within lawful public institutions.
Intelligence systems may assist interpretation. Execution systems may perform deterministic tasks. Neither originate governance authority.

Under these conditions, advisory flow halts and authority transfers to designated human supervisors.

Institutional Position
Role of ARMI in Deployment and Stewardship
ARMI designs and develops public-interest digital architecture.
It does not exercise civic authority, operate judicial systems, manage educational institutions, or supervise clinical decisions.
Governance authority remains with the institutions within which systems are deployed.
Architectural & Development Responsibility
ARMI is responsible for:

Deployment implementation support
Development defines how systems are structured. It does not define how institutions govern them.
Operational and Data Boundaries
Once deployed within an institution, operational control remains under institutional authority.
ARMI does not:
Own civic data generated by institutions
Exercise supervisory authority over public bodies
Intervene in lawful institutional decisions
Override governance determinations
Data governance, profiling policies, operational rules, and compliance obligations are defined and enforced by the deploying institution and its jurisdiction.
Deployment Model
Public deployments are structured as institutional installations.
ARMI provides architectural development and implementation support. Ownership and operational responsibility remain with the host institution.
Systems are not deployed as extractive platforms, nor as centrally controlled services.
Governance authority does not transfer to the developer.
Contractual Contexts
In cases where private-sector contracts are established, responsibilities and obligations are defined explicitly within contractual boundaries.
Even in such contexts, system architecture preserves separation between advisory intelligence, execution mechanisms, and institutional authority.
